Regulatory documents that govern or advise the development of  property. Specific Plans define the zoning for large developments, allowing deviations from the more general Zoning Code to allow greater flexibility and creativity in design. Form-Based Codes focus on the interface of the public realm with private development to define the urban character of a parcel, a block, or a street. The land uses that occur within that urban character are secondary.
